In a large mixing bowl, combine the sour cream, heavy cream, minced garlic, salt, and black pepper. Mix until well combined.
Arrange half of the potato slices in the prepared baking dish, slightly overlapping each slice. Sprinkle half of the cheddar cheese and Parmesan cheese over the potatoes.
Pour half of the sour cream mixture over the cheese-covered potatoes, spreading it evenly with a spoon.
Layer the remaining potato slices on top, followed by the remaining cheddar and Parmesan cheese. Pour the rest of the sour cream mixture over the top, ensuring all the potatoes are covered.
Dot the top with small pieces of butter, then cover the dish with aluminum foil.
Bake in the preheated oven for 45 minutes, then remove the foil and bake for an additional 15 minutes, or until the potatoes are tender and the top is golden and bubbly.
Once done, remove from the oven and let it sit for a few minutes. Garnish with fresh parsley if desired, and serve hot.
