For the Batter:
- In a bowl, combine 500ml milk, 2 eggs, 130ml water, and 5g salt.
- Gradually whisk in 220g flour until the batter is smooth.
- Stir in 20g vegetable oil.
For the Gravy:
- In a skillet, cook 500g minced beef until browned.
- Add 100g chopped onion, 120g chopped red bell pepper, and 2 minced garlic cloves. Cook until vegetables are tender.

For the White Sauce:
- In a separate saucepan, melt 30g butter.
- Add 30g flour and cook, stirring, until it becomes a light roux.
- Gradually whisk in 500ml milk and 3g salt. Cook until the sauce thickens.
Assemble:
- In an ovenproof dish, layer the batter, followed by the gravy and white sauce.
Top with mozzarella cheese.
- Bake in a preheated oven until the top is golden brown and bubbling.
